How it holds

OceanAlt inserts five gates between the agent and settlement — identity attribution (KYA), limit, payee allowlist, mandate/intent match, and AML screening. Every payment settles only if all five pass; any one fails and it's killed. Hijacked agent changed the payee? Allowlist blocks it. Coaxed over the limit? Limit blocks it. Intent tampered? Mandate blocks it. This is the enforcement core of the Responsible Agentic Payments framework.
